On June 22, the National Energy Board organized the drafting of "New Energy Storage Project Management Code (Provisional) (Draft for Comments)" (hereinafter referred to as "Draft for Comments"), which was formally open for comments from the community for a period of one month from June 22, 2021 to July 22, 2021.

According to the form of energy storage, energy storage can be divided into electric energy storage, thermal energy storage, hydrogen energy storage, in renewable energy grid, grid auxiliary services, grid transmission and distribution, distributed and micro grid, user side of a number of scenarios can be applied.

Among them, electric energy storage is the main form of energy storage, which mainly contains mechanical energy storage technologies such as pumped energy storage, compressed air energy storage, flywheel energy storage, and electrochemical energy storage technologies such as lead-acid batteries, liquid flow batteries, sodium-sulfur batteries and lithium-ion batteries.

Generally speaking, the new energy storage mainly refers to the energy storage methods other than pumped storage.

The "draft" also formally proposed that the scope of its application is in addition to pumped storage to the output of electricity as the main form of energy storage projects.

From the content of the "Exposure Draft", there are two main points that need special attention.

First, the "draft" clearly put forward grid enterprises should be fair and non-discriminatory for new energy storage projects to provide grid access services. Grid enterprises should establish and improve the new energy storage project access procedures in accordance with the principle of positive service, simple and efficient, and provide access services to the new energy storage projects that have been filed.
Grid enterprises should take systematic measures to optimize the dispatching operation mechanism, scientific priority call, guarantee the utilization rate of new energy storage, and give full play to the role of new energy storage system.

From the above words "fair and non-discriminatory", "simple and efficient", "priority call", the state attaches great importance to the development of new energy storage.

According to the "Guiding Opinions on Accelerating the Development of New Energy Storage (Draft for Comments)" issued by the Development and Reform Commission and the National Energy Administration on April 21, new energy storage will be transformed from the early stage of commercialization to large-scale development by 2025, with an installed capacity of more than 30 million kilowatts.

This is more than nine times the size of the end of 2020, the "14th Five-Year Plan" period to achieve this goal requires policy intervention and support.

Another point that needs special attention is that the "draft" points out that in the battery consistency management technology to achieve key breakthroughs in power battery performance monitoring and evaluation system before sound, in principle, no new large-scale power battery storage projects for secondary use. The focus is that large energy storage systems often have higher requirements for the cycle life of batteries, which requires retired batteries to have a high degree of consistency. The consistency problem of batteries refers to the fact that after the single cells of uniform specifications are formed into battery packs, there are certain differences in parameters such as voltage, charge, capacity and its decay rate, internal resistance and its change rate, life span, temperature influence and self-discharge rate.
The analysis of Oriental Securities points out that there are two technical problems in front of the gradient utilization, discrete integration technology and life detection technology. Power battery development so far, the consistency of different manufacturers' batteries is low, which has created a big obstacle to the gradient utilization, especially in large energy storage systems.

The "draft" also proposed that new energy storage projects related units should be in accordance with relevant laws and regulations and technical specifications, strict implementation of project safety, fire, environmental protection and other management procedures, the implementation of safety responsibilities.
In a sense, this is a wake-up call and policy-level response to the April 16 Fengtai District energy storage power plant explosion.

According to the "draft", the State Council, the National Energy Administration, local departments, etc. have the corresponding division of duties and responsibilities.

The competent energy department of the State Council is responsible for national planning, guidance and supervision of new energy storage projects, and the overall layout according to the national energy development plan, power development plan, renewable energy development plan, energy technology innovation plan and other related documents.

Local energy authorities in the State Council under the guidance of the competent energy departments, in accordance with the "government guidance, business participation, innovation leading, demonstration first, market-led, reform to promote, integrated planning, coordinated development" principle, establish and improve the region's new energy storage project management system, responsible for the development of new energy storage projects in the region, supervision and management.

Energy authorities at all levels according to the region's new energy storage project filing, construction, operation, market transactions, research and regular publication of new energy storage development scale, construction layout, scheduling and operation.

The National Energy Administration dispatches agencies to supervise the development planning, policy implementation, grid-connected dispatching, market trading and operation management of new energy storage in the region.

Under the goal of carbon neutrality, China proposes to build a new power system with new energy as the mainstay. This means that the scale of new energy will grow rapidly.
