Commissioned by the Political Bureau of the Central Committee, I made a statement to the plenary on the drafting of the "Proposal of the Central Committee of the Communist Party of China on the Formulation of the Fourteenth Five-Year Plan for National Economic and Social Development and the Visionary Goals for the Year 2033".

First, the drafting process of the draft proposal

The "14th Five-Year Plan" period is the first five years after China has fully built a moderately prosperous society and achieved the first 100-year goal, and then it will ride on the momentum to start a new journey of building a modern socialist country and march towards the second 100-year goal.
In March this year, the Central Political Bureau decided that the Fifth Plenary Session of the 19th CPC Central Committee to consider the "14th Five-Year Plan" proposal, the establishment of the document drafting group, I served as the leader, Comrade Li Keqiang, Comrade Wang Huning, Comrade Han Zheng served as deputy leader, the relevant departments and local comrades in charge of participation, under the leadership of the Standing Committee of the Central Political Bureau to undertake the drafting of the draft proposal .
On March 30, the Party Central Committee issued the "Notice on the Fifth Plenary Session of the 19th Party Central Committee to study the "14th Five-Year Plan" proposal to solicit comments within the Party and outside a certain range. April 13, the document drafting group held its first plenary session, the drafting of the draft proposal was officially launched.
